This award is received by Cadets who have reached the rank of Cadet Second Lieutenant in the CAP, qualifying them for a scholarship to Cadet Officer School. The ribbon was redesigned in 1985.
The award is given in honor of Maj Gen William "Billy" Mitchell, former Deputy Chief of the
Army Air Service
and military aviation visionary.
